Sai Yau, Vincent CHENG

Ir Dr Vincent Cheng is an Arup Fellow and Director of Building Sustainability of Arup. He leads a group of engineers and specialists practicing primarily on sustainable and smart building developments and low carbon building design in East Asia Region. He has been involving in many pivotal projects of green buildings including Kai Tak Sports Park, BEAM Plus NB V2 Major Revision, CIC Zero Carbon Building, District Cooling projects in KTD and WKCD as well as the Hysan Place. Under his leadership, Arup was named �the BEAM consultant with most BEAM Plus Final and Provisional Platinum Projects� by HKGBC in 2015. Dr Cheng is a Director of HKGBC; a committee member of Energy Advisory Committee and Energy Efficiency and Conservation and Renewable Energy Sub-committee of Environment Bureau of HKSAR; a committee member of Expanded Building Committee and Task Force on Design & Construction Requirements for Energy Efficiency of Buildings of Buildings Department of HKSAR. He has served professional bodies championing the sustainability development of Hong Kong, including PGBC, BEC and HKIE. He is also a member of Advisory Committee of the School of Energy and Environment of CityU and the School of Engineering of HKUST.

Andy Cheung is a specialist with over 14-years experience in energy conservation, environmental management, built environment, green building assessment and sustainability development. Now, he is leading consultant team in green building and sustainability development for ENVIRON HK Ltd. In the past, he worked as consultant for a building physic team and led the sustainability development team for Ove Arup & Partners Hong Kong Ltd in Beijing. He also worked for more than 8 years as Energy Manager in the Estates Management Office of the Chinese University of Hong Kong for multi-discipline sustainable development programmes ranging from strategic planning, project enforcement, KPI review, educational and promotional activities, policy development and implementation. For Facilitates Management, he worked for 2 years in EC Harris for corporate environmental management of HSBC Portfolios. His experience includes studies, project works and educational programmes in energy management, renewable energy application, energy and carbon audit, benchmarking, green building assessment, design review, life cycle analysis, payback calculation, funding application, negotiation with NGOs, indoor air quality review, environmental award application, building controls, etc. Professional advisory was offered and integrated solutions were proposed by him. His experience also covers campus-wide sustainability projects like green award application, incentive programme for staff, campus-wide lighting retrofit and building management system upgrading programmes

Ir Victor Cheung is a Registered Professional Engineer with extensive experience in the field of electrical and mechanical engineering, covering a wide spectrum of projects. He is a Director of J Roger Preston Ltd, a leading E&M consultancy practice in the Southeast Asia Region. Victor is active in promoting energy efficiency for buildings and has been heavily involved in the drafting of the Building Energy Codes for Hong Kong. He was a member of the Technical Task Force and Trade Task Force on the Mandatory Implementation of the Building Energy Codes. Victor was the President of the Hong Kong Institution of Engineers (HKIE) in 2014/2015, Director of BEAM Society Ltd, Director of Professional Green Building Council and member of various Committees HKGBC. He was also a member of the Energy Advisory Committee.

Dr. Chiu has over 20 years' experience in environmental and microclimate/green building studies for both government and private clients. He is an environmental professional specialising in Environmental Impact Assessment, town planning, air ventilation assessment (AVA) including expert evaluation and green building studies under the local BEAM Plus and LEED accreditation system. He has expertise in various aspects of technical assessments including noise impact assessment, air quality impact assessment, hazard assessment, air ventilation assessment, drainage and sewerage impact assessment, water quality impact assessment, safety, occupational and public health risk assessment. Dr. Chiu is well-versed in a number of commercial CFD codes, including PHOENICS, FLUENT and FLOVENT software, generally used in AVA and environmental studies. He also has experience in coordinating work with wind tunnel facility in Hong Kong and overseas for carrying out pedestrian comfort and air ventilation assessment. He is the term consultant of Planning Department and was responsible to prepare air ventilation assessment for a number of outline zoning plans and took part in environmental building design studies for public rental housing developments in Hong Kong. He was involved in microclimate studies as early as in 1999/2000 for private developments in Tseung Kwan O and North Lantau. In addition, he is familiar with all environmental issues and regulatory requirements in relation to new construction from town planning (e.g. EIA studies) to detailed design and construction (e.g. indoor acoustic studies, acoustic mitigation measures, environmental monitoring and audit, construction environmental impact mitigations) stages.

Rebecca L.H. Chiu has specialized in housing education and housing studies since 1987, and in housing and urban sustainability issues since 1997. Currently she is Honorary Professor of the Department of Urban Planning and Design, and the Faculty of Architecture of The University of Hong Kong. Her current research interests are housing and urban sustainability in high-density Asian cities, age-friendly cities, comparative housing policies in Asia, and neighbourhood livability. She was the Founder Chairman of the Asia Pacific Network for Housing Research, currently Fellow of Academy of Social Sciences (UK), Honorary Member of HKIP, Fellow of HKIH, and Honorable member of ISCM. She has been appointed to government boards and appeal panels related to housing, planning, urban renewal, natural and heritage conservation in Hong Kong and Singapore.

Dr. Benny Chow is the Director of Sustainability at Aedas Ltd, focusing on sustainable building design, building physics, Green-BIM, building performance simulation, and healthcare engineering design and research. Dr. Chow is now appointed as the Director of BEAM Society Limited, the committee member of the USGBC LEED Data Centers Advisory (China) Committee, the committee member of the CSUC China Green Building Council, the Shenzhen Green Building Association, Shenzhen City Science and Technology Committee, the Leader of the Ventilation & Health TWG (ASHRAE 170) of ASHRAE (Hong Kong Chapter), and Broad of Governor of ASHRAE Macao Chapter.

Dr. Chow was the Honorary Associate Professor in the HKU Department of Mechanical Engineering, the Adjunct Associate Professor of the CUHK Institute of the Earth and Space Information Science, and the Adjunct Assistant Professor of the Faculty of Medicine at CUHK focusing on health-related built environment research. Dr. Chow brings with him more than 27 years of experience in Sustainable Design and is involved in more than 500 projects located in more than 40 cities.

Ir Colin Chung is the Managing Director of WSP and a Fellow Member of the HK Institution of Engineers and many international and local institutions. He is an experienced engineer and has extensive knowledge in green building design and energy system. He is a LEED AP (BD+C), BEAM Pro and past chairman of Green Building Labelling Committee and past director of the Hong Kong Green Building Council. Currently, he is the director and Chairperson of Technical Review Committee of BEAM Society Ltd. (BSL).

Sandy is a Registered Landscape Architect, a Fellow of the Hong Kong Institute of Landscape Architects and the Managing Director of URBIS Limited, a Hong Kong based multi-award winning design consultancy established in 1977, and providing services in masterplanning, urban design, town planning, landscape design, golf course design and environmental impact analysis. He has lived in Hong Kong and worked for URBIS since 1985, during which time he has contributed to several major territorial and strategic planning studies for the Hong Kong Government, and designed a very large range of private and public sector projects from small private gardens to large scale public infrastructure works. Designed projects include public parks, open spaces and streetscapes, schools, hospitals, hotels, residential, commercial and mixed-use developments and golf courses. Since 1977 URBIS has undertaken over 2,300 projects throughout the Asia Pacific region, South Asia and the Middle East and has won well over 200 awards and competition designs both locally and internationally. Many of these award-winning projects Sandy has worked on, designed and / or directed personally. He is particularly concerned with the promotion of sustainable design and designing the public realm to meet the needs of modern society. He is also a Director of the BEAM Society, a Member of the HKGBC Green Building Faculty, a Co-opted Member of the HKGBC Green Labelling Committee, the Chairman of the BEAM Society Limited Audit Committee (2020-2022) and a Director of the Professional Green Building Council.

Carolin Fong is an architect by profession and a BEAM Professional, LEED AP, GBL Manager and a Member of the Committee of Experts on Green Building Assessment of the Chinese Society for Urban Studies. She was Assistant Professor in the Department of Architecture, The University of Hong Kong in 2007 to 2009, after which she was Director and Head of Sustainable Development of DLN Architects Ltd until 2019. Carolin is currently Director of Estates of the Hong Kong Baptist University overseeing the campus development and sustainability performances. Her area of interests include sustainable design, site planning, building rehabilitation and urban revitalization.

Mr John Herbert is an authority in sustainable energy efficiency engineering and a frequent speaker at major international conferences for green building and energy efficiency. He is frequently quoted in regional media for his key insights on the positioning of the Asian energy sector. He is the Founder and Managing Director of a sustainable built environment consultancy practice, Kelcroft E&M Limited, and he is one of the first BEAM Professionals accredited by the Hong Kong Green Building Council. Mr Herbert is also a Founding Director of the Hong Kong Association of Energy Services Companies (HAESCO) and currently holds the post of Vice-chairman. He sits on a number of industry-related committees including BEAM Society's Technical Review Committee, and the HKSAR Government's 2010 Building Energy Code committee.

Sr Nelson Ho is an experienced building surveyor and a facility manager, possessing extensive experience in project and facility management. He had been working in department head roles in various public organisations including the HK Science Park and HK Academy for Performing Arts followed by directorate appointments in different consultancies in project and facilities management areas. He has helped the Science Park buildings to get the first ISO50001 Energy Management System Certification in Hong Kong in September 2011. He is an expert in energy management and is a member of the Task Force on Energy Management System (EnMS) Certification of the Hong Kong Accreditation Service. In addition to energy management, Mr. Ho's major professional and research interests are facilities management, project management, sustainable technologies and standards, outsourcing management, maintenance, BIM- FM technology, conservation, rehabilitation and restoration of heritage buildings.

Mr. Tony Ho is Registered Energy Assessor (REA), China Green Buildings Manager in PRC, BEAM Professional in HK, Registered Professional Engineer of Hong Kong. He was qualified Certified Energy Manager, Certified Measurement and Verification (M&V) Professional, Certified Carbon Audit Professional. He obtained the Master Degree in Energy Management. His foundation of professional practice in building engineering sector has further extended to energy and low carbon management profession more than 2 decades ago. He assists corporates and organizations of various sectors improving energy efficiency and reducing carbon intensity in their operations in China, Macau and Hong Kong. To serve the growing of professionalism in sustainability knowledge for local practitioners, he was invited to lecture in Energy and Low Carbon Management courses in the Open University of Hong Kong. He was also authorized trainer for the renowned training course Certified Energy Manager (CEM) in China. He also conducted training and seminars for ISO50001 - Energy Management System (EnMS) in various occasions. Tony was member of Shenzhen Expertise Federation of Energy Conservation (SEFEC) as well as other local and international professional institutions. With his extended knowledge and exposures in the industry, he spends his endeavor contributing to the community by serving as the Honorary Advisor of Green Investment Promotion Association (GIPA) in Hong Kong. He was invited to join the Task Force on Energy Management System by HKAS of Hong Kong Government in 2012 and expert panel member of BEAM Society. Tony is the co-founder of Carbon Exchange (Hong Kong) Limited and Building Energy Analytics Co. He has a thorough understanding of the imperatives for designing and managing sustainable projects in East Asia. Ir Vincent KONG spearheads Sun Hung Kai Properties (""SHKP"") project sustainability efforts. Vincent has over 20 years of experience in the built environment with leadership roles in project management, corporate and supply chain sustainability, the environment and ESG-related international standard-setting, second and third-party audits, accreditation and certification management. Before joining SHKP, he founded a regional team to serve listed companies and state-owned enterprises and their related businesses overseas.

For the past decade, Vincent has been involved in various sustainability-related task forces for the built environment. He is a member of Energy Management Systems Technical Working Group of Hong Kong Accreditation Service and a member of Global Sustainability Standards Board of Global Reporting Initiative (""GRI""). He has served as a Director of Hong Kong Green Building Council (2020-2021) and a member of Climate Change Business Forum Steering Committee of Business Environment Council (2019-2020).

Vincent is a BEAM professional, a chartered engineer, a member of the Association of Energy Engineers, a GRI Certified Sustainability Professional and a Fellow of Hong Kong Institution of Certified Auditors. Dr. Joseph Kwan is an Architect and Access Consultant with 40 years of experience having practiced in Australia, the United Kingdom, France and now 30 years in Hong Kong. He specializes in universal design and accessibility to the built environment, transportation and inclusive tourism. He is an advisor/consultant to ADB, UN-ESCAP and APNAT; currently holds official positions with Rehabilitation International, UIA, ARCASIA, TRANSED and ISO Work Group; a member of Rehabilitation Advisory Committee, EOC, BD and Chair of RAC-SCA. He previously held positions at TD and HKHD. He is Hon. Access Advisor to various NGOs in Hong Kong, and has given lectures in over 33 countries on accessibility and inclusion.

Ir. KS Kwan, graduated from the University of Manchester Institution of Science and Technology in 1984 and received professional membership in 1988. Before joining the Government, he worked with T Y Lin Consultant Engineers and Ove Arup & Partners mainly for the design of high-rise building developed in China and Hong Kong in 80s. He then joined the Hong Kong Housing Department (HD) in 1990 as Structural engineer and promoted to Chief structural engineer in 2013. Before retirement (2/2020) from HD, he led a Section with 90 to provide central service functions for all HD's projects including standard design, technical support, material testing management, material testing laboratory and components/materials control. With his 35 years of works in related building design and construction projects, he had extensive experience in high-rise building design, project management, innovative construction technology development particularly in green construction, modular construction, off-site prefabrication and quality control of building materials in the supply chain. He is also the member of Green Building Steering committee of Housing Department and also the MA Expert Panel member of the HKGBC.

Ir Timmy Kwan is a qualified Building Services Engineer by profession. He is a BEAM Professional, a Fellow of HKIE, IMechE and CIBSE, a Chartered Engineer, a Registered Professional Engineer and a Registered Energy Assessor under Buildings Energy Efficiency Ordinance. He possesses over 20 years of working experience in building services consultancy, building project management and facilities management. He has solid experience in green building certification project in both BEAM Plus (Existing Buildings) and LEED certifications. He has also been a BEAM Expert Panel member appointed by BEAM Society and an External Examiner appointed by Vocational Training Council. With a first-class honours degree in building services engineering, a master�s degree in environmental management, a PhD in facility management (FM) and over a decade of professional practice, Dr Joseph Lai combines professional and academic roles as a scholar in FM teaching and research. Dr Lai is Associate Head of the Department of Building Environment and Energy Engineering, Faculty of Construction and Environment, The Hong Kong Polytechnic University. The honours Dr Lai has received include Teaching Excellence Award, Faculty Teaching Excellence Award, Dean�s Award for Outstanding Achievement in Academic Programme Development, and Distinguished Educator Award of the International Facility Management Association. Dr Lai is Co-Editor of the Facilities journal and Associate Editor of the Smart and Sustainable Built Environment journal.

Mr Lam has over 20 years of experience in the field of traffic and transportation consulting through his extensive experience in Hong Kong, China, and Canada. His experience ranges from public sector planning and traffic studies, transit oriented developments, road safety studies, traffic impact assessments, to the design of traffic circulations/facilities for private developments in different scales. His extensive experience in designing traffic/pedestrian/public transport facilities for different nature, size, and scale in HK and China, together with his background in road safety will bring valuable contribution to the HKGBC in enhancing the contribution of traffic and transport aspects in a sustainable building design perspective.

Mr Benny Au is currently the Senior Manager, Sustainable Development of Swire Properties Ltd. He is responsible for enhancing the company's building sustainability performance. He started his career as a building services engineer and then shifted his career path to environmental discipline. He previously worked with consultants, contractors and property management companies which provided him the knowledge on building construction and operation in regarding to the sustainability aspects throughout the building life cycle.

Ir Walter Au is a Director of several engineering companies within Sun Hung Kai Properties Group, providing E&M contracting and green solution services for new project developments and property management in HK and PRC.

A Fellow member of HKIE and CIBSE, Ir Au serves on various public committees, advisory panels, professional bodies and trade associations. He plays an active role in reviewing and promoting green policy, implementation of ISO50001 EMS, application of advanced technologies and various energy improvement initiatives.

Ir Dr Cary Chan, JP is a professional engineer and is currently the Executive Director of Hong Kong Green Building Council with the vision of driving the green building agenda for Hong Kong.

Cary is regarded as an expert on building energy efficiency by the industry. Cary has carried out a lot of researches relating to the enhancement of building energy efficiency. Up to now, a number of his work have won international awards.

Over the years, Cary was active members of over 10 advisory councils and committees of the Government of HKSAR and he was appointed Justice of the Peace (JP) by the government in 2017 with his immense contribution to Hong Kong community. Cary was awarded Honorary Doctorate by University College of Estate Management (UK) in December 2019 due to his outstanding contributions to the industry on sustainability.

Cary has been playing a leadership role in sustainable buildings within Hong Kong and abroad. He played a key role in establishing Hong Kong�s Green building assessment tool back in 1995. She has served on several advisory boards and committees relating to construction waste, sustainable development, water resources and quality of water supplies and review and development of marine water quality objectives. Luciana collaborated with the three co-chairs of the Working Groups of the Intergovernmental Panel on Climate Change in 2006-2007. Later in 2009, Luciana was invited to join the global representatives on the Post- 2012, Climate Policy for Shipping Workshop by the Land Economy of University of Cambridge. Luciana collaborated with a group of active green building experts and chaired the Water Panel of the Technical Review Committee for green building assessment and award. Luciana worked on the construction phase of the first zero carbon building in Hong Kong, the project was awarded the Green Building Award 2012. In the recent years, Luciana was appointed a panel member of appeal boards spanning from town planning, environmental impact assessment, waste disposal, product eco-responsibility to the accredited registers scheme for healthcare professions and exemption of regulated products. Luciana holds a Master of Science degree. She studied Pollution and Environmental Control in the Victoria University of Manchester. She has extensive work experience in water industry and railway infrastructure projects. Dr Raymond Yau joined Swire Properties in 2016 as the General Manager of Technical Services & Sustainable Development Department. In this role, Dr Yau formulates and executes innovation and sustainability strategies for the company�s technical services operations across Hong Kong, Mainland China and the US to ensure its new and existing real estate assets are safeguarded and the standards in environmental performance, energy management and wellness environments are upheld.

Under his leadership, Dr Yau pioneers many new initiatives that are pivotal to the long-term sustainable development of Swire Properties. These include the formulation of the company- wide Sustainable Development SD 2030 Vision and Strategies in 2016; implementation of monitoring-based commissioning of all existing portfolios for deep energy savings since 2017; digital transformation of technical services and cloud-based AI energy management platforms in 2019; and the Climate Risks (Physical and Transition) Assessment of the company�s global assets. Dr Yau led the preparation of the Environment, Social & Governance (ESG) framework of the company�s first Green Bond of US$500m in 2018 in which both Green and WELL features are recognised CAPEX expenditure. In 2018 Dr Yau led the team to establish the Science-Based Targets (SBT) of Swire Properties for long-term decarbonization by 2030 in accordance with The Paris Agreement and climate science that was officially approved by SBTi in November 2019.

Dr Yau was the President of Hong Kong Chapter of the American Society of Heating Ventilating and Air-conditioning Engineers (ASHRAE) and the Regional Vice-Chair of Region XIII (Asia) of ASHRAE. Dr Yau was First Vice-chair and Director of BEAM Society (Hong Kong).

Before joining HKSAR government, he has worked in a consultant company as Building Physics Specialist, and has extensive experience in green building design and energy strategy, building environmental assessments on both large scale, small scale, residential and commercial projects. Dr Yin has contributed to various famous projects in sustainable site and environmental aspects, outdoor/indoor thermal comfort, as well as sustainable energy strategies, including Beijing Olympic National Stadium, Beijing South Station, Shanghai Pudong Airport, Shenzhen Vanke Headquarters, Hong Kong Disneyland Sunny Bay Station and HKHA Upper Ngau Tau Kwok Estate Redevelopment, etc. All of them are widely recognized as green buildings and received various green building awards. Mr Chris Law is a Founding Director of Oval Partnership Ltd. He is also a Director of INTEGER China Ltd, an organisation which promotes intelligent and green developments in China. Chris was educated at Stonyhurst College in Lancashire, and studied Architecture at the Bartlett School of Architecture, University College London. Over the years, Chris has received numerous accolades including Architects of the Year Award and the Outstanding Young Person Award in Hong Kong. Chris Law's design projects have received awards from institutions around the world including the Royal Academy of Arts, the Hong Kong Institute of Architects, the Hong Kong Institute of Planners and the American Institute of Architects. Both the North site and the South sites of the Sanlitun Village project in Beijing, for which Oval Partnership is the principal architect, have been shortlisted in the World Architecture Festival Award 2010. Mr Alfred C K Lee earned his BSc and MSc in Applied Chemistry and Analytical Chemistry from the U.K. In 1993, he assumed the responsibilities of Waterworks Chemist in the Water Supplies Department (WSD) with extensive experience in the formulation of water treatment as well as water quality monitoring policies. Professionally, Mr Lee is a Chartered Chemist (CChem MRSC), Chartered Scientist (CSci), Chartered Water and Environmental Manager (CWEM MCIWEM), Professional Member of Hong Kong Institute of Qualified Environmental Professionals (MHKIQEP), respectively and a frequent speaker in many professional events on behalf of WSD. For his institutional roles, Mr. Lee is the Past Chairman of the Chartered Institution of Water and Environmental Management, Hong Kong Branch (CIWEM HK), and currently the Chairperson of BEAM Expert Panel for Water Aspects, respectively. Prof Frank SC Lee, Professor of the Department of Civil and Environmental Engineering at The Hong Kong Polytechnic University since 2005, earned a Doctorate in Environmental Sciences at the University of California, Berkeley in 1994. He was appointed Assistant Professor after graduation and has been working on indoor and outdoor air pollution studies, namely indoor/outdoor air pollutants emission source characterization and carbonaceous aerosol characterization. Prof LEE has carried out several indoor air quality studies in HK including IAQ in cabin air, office, classroom, residential flats, car park, restaurants and hospitals, etc. He has built a large environmental chamber in HK for emission certification of construction materials and consumer products. He was Chairman of the Air and Waste Management Association in Hong Kong from 1997 to 1999. Before returning to Hong Kong and taking up full time teaching, Christina worked for the City of Brampton, Canada. She was the lead planner for the City�s Official Plan Review that had culminated in the production of a new Official Plan (over 300 pages and 16 schedules created on GIS), providing the blueprint for land use planning and development for the next 25+years (i.e. up to 2031). The Plan includes a progressive growth management and sustainable development strategy. Christina had developed and written several sections of the Plan including the sustainable city concept, urban design, natural heritage and environmental management, and cultural heritage policies. She had participated in the design and undertaken the implementation of an extensive public consultation and communication program coordinated under the �Our Brampton, Our Future� branding program which had led to the approval and adoption of the revised Official Plan. The project was one of the three finalists for the 2007 World Leadership Awards � Town Planning category in the UK. In Hong Kong, Christina has extensive working experience in both the public and private sectors and on a range of projects from new town development to urban renewal, statutory planning to planning research and studies. Professor Mak is interested in building science and human interaction with the indoor environment and urban microenvironment. His research interests include building acoustics, psychoacoustics, natural ventilation, inter-unit pollutant dispersion in buildings, indoor environmental quality and its effects on human (comfort, health and productivity), outdoor wind & thermal comfort, building envelope design and sustainable buildings. He has committed to research works for over 25 years and has produced over 250 publications. He gained various research funds from the Research Grants Council (RGC) of the Government of the Hong Kong Special Administrative Region (HKSAR Government), the University, and other resources set up by the HKSAR Government such as Environment and Conservation Fund (ECF). His extensive research experiences and commitment have led him to a successful procurement of RGC Collaboration Research Fund (CRF) 2014/15 under Group Research Proposals. He received the Dean�s Award for Outstanding Achievement in Research Funding from his University in 2016. He has been serving as a member of the editorial board of several international journals for many years. He was appointed to serve as a guest editor of a Special Issue of Building and Environment on �Building Acoustics and Noise Control� in 2014/2015 and later joined the editorial advisory board of Building and Environment on 1st December 2017. Prof. Mak became the associate editor of the Building and Environment (SCI 2018 Impact factor: 4.820) from 1 January 2019. With his dedication to quality teaching and teaching development, he received the Faulty (Individual) Awards for Outstanding Performance/Achievement in teaching 2004/2005. Dr. CHOI was graduated with a Ph.D. in Chemistry in the University of Hong Kong in 1996, followed with a post-doctoral fellow in Material Science in the Western University, Canada until 1997.

Dr. CHOI joined the Environmental Protection Department as Environmental Protection Officer in 1997, and promoted to Senior Environmental Protection Officer in 2016. In his 25-year career in the Department, he has come across a series of tasks related to municipal solid waste and C&D waste management, including various waste reduction and recycling initiatives, development of a 20-ha EcoPark to provide long-term land for local recycling industry, and enforcement actions against non-compliant waste producers.

In other areas, Dr. CHOI was involved in enforcement of the Air Pollution (Volatile Organic Compounds) Regulation, and the formulation of the new Mercury Control Ordinance which came into operation in 2021.

Ir. SO was graduated with a B.Eng. in Civil Engineering in 1988 and then practised in various environmentally related work of development projects until he joined the Environmental Protection Department (EPD) in 1994. During the period between 1992 and 1994, he had been a Resident Environmental Protection Officer (working as an environmental team leader) in an Airport Core Programme project of the Highways Department.

After joining EPD in 1994, Ir. SO was tasked to review and comment on the site pollution control and environmental monitoring work of major infrastructure projects in Hong Kong and to vet the relevant submissions and reports provided by proponents of the projects. In 1995, Ir. SO became the member of the Hong Kong Institution of Engineers in Environmental Discipline. In the period between 1996 and 2002, Ir. SO also compiled various guidance publications of EPD on Environmental Monitoring and Audit (EM&A), Environmental Reporting, and Corporate Environmental Audit.

Since 2005, Ir. SO has taken up posts in different regional sections of EPD to review and provide environmental advice and comments on planning studies, environmental reviews, technical assessments, etc. for development projects and proposals in the respective regions, and to review the Environmental Impact Assessment (EIA), EM&A, and relevant submissions of development projects under the EIA Ordinance. In the period between 2017 and 2019, being working in the Mega Project Team of EPD, Ir. SO was in charge of the work to ensure that the Hong Kong Airport Authority had carried out proper environmental management, site pollution control, environmental enhancement proposals, and EM&A, and had complied with the relevant requirements of EIA Ordinance and various pollution control regulations, for the Airport Three Runway System project. Starting from 2019. Ir. SO has been the section head of Hong Kong Island Section in the Environmental Assessment Division of EPD

Ar. Au-yeung Lai-sze, Jane graduated with B. Arch., 1990 in University of Hong Kong and was qualified as Registered Architect in 1991. Jane joined the Architectural
Services Department of HKSAR in 1997 as an architect after practising locally in private firms for 7 years. She worked for in-hose government projects involving design, tendering and site supervision in her early years in the department. In recent years, she played a role of project manager in feasibility study, project planning, project cost application, consultancy and contractor management in public works programme. She joined Environmental Protection Department (EPD) in 2019 mainly for the implementation of the I PARK 1 and providing architectural advice to EPD�s projects.

Ar. Jane Au-yeung had handling a wide spectrum of projects from small scale one like urban park to mega project of cross boundary facility. Some of them were BEAM Plus Platinum certified buildings. She was a BEAM Pro and served in the Expert Panel of Community Aspects for Hong Kong Green Building Council in the past.

Mr. FONG graduated with a Master degree in Architecture from the University of Hong Kong and had over 15 years of experience in architectural design and project management, successfully delivering healthcare, transport infrastructure and institutional building projects with BEAM Platinum or Gold rating. He is a Registered Architect and a member of the Hong Kong Institute of Architects, and is currently an Assistant Secretary (Programme Management) of the Development Bureau with involvement in advocating green building and sustainable development policy initiatives.

He has extensive experience in big data and artificial intelligence applications.

Currently Ir Dr YIP is the Advisor of Indoor Environmental Quality Specialist Support Group of the Department, responsible for conducting the research and development works for the excellence of the technologies in indoor environmental quality.

Ir Ken YEUNG is Member of HKIE, CIBSE, IET and ASHRAE. He is currently the Chief Building Services Engineer of the Architectural Services Department (ArchSD). He has over 30 years of experience in design and construction management of building services works for a wide range of government building projects, promotion and enforcement works of energy efficiency, and planning, design and construction management of district cooling systems, etc.

Currently Ir Ken YEUNG heads a division of professional and technical staff on designing and procuring building services installation for government offices, data centre, hospitals and similar public facilities. He also leads various task forces to develop strategies for research and development works in relation to green building, sustainable construction, and carbon neutrality. On the other hand, he is also serving in the Energy Discipline Advisory Panel of HKIE as a member.

Kwan Fong CHAN

Upon receiving her Master of Architecture from the University of Hong Kong, Ms. Chan practised in the private sector of architectural design and construction industry, handling a variety of projects including educational, commercial and residential.

Ms. Chan joined the Government of HKSAR in 2002. She had served various bureau and departments, including the Buildings Department, Home Affairs Department, Energizing Kowloon East Office of Development Bureau and currently acts as a Senior Architect in the Architectural Services Department. Ms. Chan handles a wide spectrum of government projects, minor to capital nature involving civic, cultural, clinical, and leisure services, etc.

With her long working and versatile experience related to the architectural and urban design in different bureau and departments, Ms. Chan has developed an interest in sustainable architecture and urban. Ms. Chan also understands the importance of user-centric approach when developing every single project, no matter of the scale.

He has joined Architectural Services Department since 1992, where he has developed a keen interest and expert knowledge in architectural design and innovations, as well as how good building design could contribute to the well-being of the environment and the community.

An architect by profession, Mr. Jacen LO has a thorough understanding of planning and development, construction innovations and technologies, construction management, long term operation and maintenance requirements in buildings and the impact of the construction industry to the environment from his experience in the Architectural Services Department. Sr Prof. WONG Bay is a Building Surveyor by profession. He is a Fellow of the Hong Kong Institute of Surveyors (HKIS), a Fellow of the Royal Institution of Chartered Surveyors, a retired member of the Chartered Institute of Arbitrators and a holder of Master degree in Business Administration. He is a Registered Professional Surveyor (BS), a Registered Inspector (S) and the President of HKIS in 2010 and 2011.

Sr WONG served in the Hong Kong Government for over 37 years. During his tenure as a civil servant, he spent most of his time in the Architectural Services Department and Housing Department. He escalated from Maintenance Surveyor to Assistant Director of Housing before his retirement in 2010, contributing in public housing development, estate maintenance and management, housing subsidies policies and Home Ownership Schemes as well as property marketing and sales.

Sr Wong was presented �Distinguished Building Surveyors 1998 Award� by HKIS. He has taken up various roles at HKIS since 1980 and actively promoted the profession during the past 40 years. Currently he has taken up a role in education as Adjunct Professor at the Department of Real Estate and Construction of The University of Hong Kong, aiming to nurture the young generation. He is serving at HKIS as the Chairman of the Project Management Committee and Senior Members Committee and co-opt Member of BIM Committee. He is also an Assessor of the Building Surveying Division Assessment of Professional Competence.

On public service, Sr WONG was a Member of the Construction Industry Council (CIC) from 2012 to 2014. He was appointed a Director of the Hong Kong Green Building Council by CIC since 2014 and as Chairman of HKGBC in 2016 and 2017. Prior to CO2nnsulting, she founded and headed WSP Energy Asia in 2005, where she led a team of specialists and engineers on sustainable developments. Dr Conn Yuen was educated in the UK, where she started her career as a thermofluids specialist. She is an air ventilation assessment (AVA) expert and has already provided numerous AVA advisory services, as well as expert evaluations. She has substantial experience in hands-on wind tunnel measurements and computational fluid dynamics. Dr Chan has also considerable experience in cross-border liaison. He has been advisor to Shenzhen Urban Infrastructure Administration in the mid 90?s on the development of solid waste management. In addition, Dr Chan has extensive experience in working with the Advisory Council on the Environment, District Councils and local pressure groups and communities, drawing on his many years of experience, both in the government and private practice.

Ir Tony K.H. Ngan is currently the Chief Building Services Engineer of the Architectural Services Department (ArchSD). He has over 25 years of experience in design and project management of building services works. He leads teams of professionals and technical staff in designing and procuring building services installation for government offices, educational and similar types of buildings. Ir Ngan is also the Controller of Specialist Support Groups responsible for conducting research and evaluation of new technologies in electrical and extra low voltage installations. Prof CS Poon is the Chair Professor of Sustainable Construction Materials and Head ( at the Department of Civil and Environmental Engineering, The Hong Kong Polytechnic University. An architect planner with a keen interest in sustainable urbanism, Larry has worked in the UK and HK on a diverse range of development projects. He has served on several government panels and committees on behalf of the HKIA or HKIP.

His pro bono work for the HKGBC included membership at GLC Committee and Industry Standards & Practices Committee (ISPC), a Scientific Committee member / presenter for SB14 and SB17. He was also the Convenor/ Chair of Steering Committee / Roll-out Taskforce for BEAM Plus Neighbourhood Rating Tool (V 1.0) between 2012 and 2016.

From 2017 to 2020, he was a Working Group Member at BEAM Society, assisting the evaluation of the BEAM Plus Bespoke projects for HK Airport Authority (Terminal 2 Expansion, the Three-Runway Concourse & Air traffic Control Tower).

Mr. Shen�s career as a professional architect spanned more than 45 years. Licensed to practice in Canada, he spent most of his career practice life in Hong Kong and Mainland China. He set up his own practice firm in 1990 and has since clocked up over 30 years of design experience and track record with more than 60 million square metres of development projects, encompassing planning, architecture and landscaping.
Mr. Shen started to engage in green building and environmental design about ten years ago, followed by the acquisition of a green consultancy business four years later in 2014. Other than the provision of standard green consultancy services on green buildings design, certification for green building labels, and the carry out of carbon audits, his firm has substantial participation in the formulation of national policies on ecological city planning, environmental landscape design, and research on healthy built environment. Mr. Shen also spares no effort to help to raise awareness on issues of Global Warming and Climate Change and the importance of each individual�s change of life style and habits to mitigate impact on the Earth�s environment.

Mr So graduated from the Hong Kong Polytechnic and was awarded a Master degree in Engineering Business Management from Warwick University.

Mr So was the President of the Building Services Operation and Maintenance Executives Society, Director of Hong Kong Green Building Council (HKGBC), Co-opted Member of Executive Committee of the Chartered Institute of Housing (Asian Pacific Branch) and the Immediate Past Chairperson of the BEAM Society. Currently, he is a member of Green Labelling Committee of HKGBC and Vice Chairman of the Association of Cost Engineers. In 2018, I received the Royal Institute of British Architects Fellow title in recognition of her contribution to academia, research, and the practice. I am a LEED AP, UK Energy Institute Certified Carbon Auditor, and a BEAM Professional. I have held senior positions at large international architectural firms engaging in large scale mixed-use development projects, healthcare and education, science & technology projects.
My research focuses on urban microclimate, Climate Change, liveability and resilience in high density cities and occupational health and well-being. I have received Hong Kong Green Building 2016 research and planning category finalist award and several design awards. Among the conferences I have Chaired are: Modular Construction Conference 2014, Climate Change Adaptation Conference 2016 and Resilient Cities Conference 2017.

Since 2007, he has managed the adoption of Green building concept and BIM process in building development for Hong Kong Science Park and West Kowloon Cultural District. Under his leadership, he successfully introduced sustainability in built environment for the Green 18 and Phase 3 development in Hong Kong Science Park, and the HKCEC. Those buildings in HKSP were then achieved Platinum accreditation from BEAM and LEED. He has active participation in various conferences and judge panels for BIM awards. Wong Cheuk Yuet (Chiky) is an experienced arborist, botanist and restoration ecologist. His expertise covers broadly different disciplines in urban forestry. He is experienced in construction supervision, sustainable planting design, tree management, landscape works implementation, cultivation advice, compliance audit.

Chiky is also a part-time lecturer in related degree and higher diploma programmes with research interest particularly in tree management and restoration ecology. He has been providing botanical advice to the Center for Invasive Plants Management, Dept. of Land Resources and Environmental Sciences, Montana State University-Boseman on a weed control project.

Chiky is currently the Vice-chairperson of Arboriculture and Horticulture Industry Training Advisory Committee under Hong Kong Qualification Framework, Education Bureau, Specialist of Hong Kong Council for Accreditation of Academic and Vocational Qualifications, and was the past president of International Society of Arboriculture Hong Kong Chapter.

His Allied (Environmental) Group has been active in the areas of design and construction of sustainable buildings, roads, railway stations and airports for governments, private and international corporate clients.
